An aviation official, who spoke on condition of anonymity to discuss the incident, said the single controller – a supervisor – was scheduled for duty in the tower at that time but had fallen asleep.
National Transportation Safety Board spokesman Peter Knudson said the incident occurred on Tuesday night.
Mr Knudson said the pilots of the two planes were unable to reach the tower, but they were in communication with a regional air traffic control facility, also in Virginia.
Federal Aviation Administration officials did not respond immediately to a request for comment.
